Excellence in financial management is part of Westerville's legacy. The City consistently earns category-best insurance ratings and recognitions for best practices. That means money saved for our business community down the line. 

The City of Westerville has strong financial operations, as recognized by a rating of Aaa from Moody’s Investors Service, an AAA rating from S&P and an AAA rating from Fitch. Westerville’s financial position can be attributed to the conservative nature of City Council and the administration, coupled with the considerable growth seen over the last several years. Westerville also continues to benefit from a strong local economy. Taxable resources, including assessed property valuations and income levels, continue to show consistent growth.

2019 Auditor of State Financial Health Indicators Report

The City of Westerville prides itself on strong fiscal stewardship as reflected in clean audits, recognition from the Auditor of State, as well as the Government Finance Officers Association (GFOA) for financial reporting and its AAA bond rating from national rating agencies. 

The Auditor of State’s 2019 Financial Health Indicators Report for the City of Westerville is available for review.  The City received “Positive Outlook” ratings for 16 of the 17 indicators of financial health. Comprehensive Annual Financial Reports

For 37 consecutive years, the Government Finance Officers Association has awarded a Certificate of Achievement for Excellence in Financial Reporting to the City for its comprehensive annual financial reporting. The GFOA award, earned by less than 2% of the nation's government entities, demonstrates a constructive spirit of financial disclosure to the community it serves.

2021-2025 Financial Plan

A complete summary of all projected operating and capital needs of the City for the next five years and includes estimated revenues from all sources.  Also included in this plan is a compilation of narratives concerning the programs and priorities of various operating departments and divisions of the City.

2022- 2026 Capital Improvement Plan

A comprehensive look by year and by fund of key facility, equipment, and infrastructure investments proposed over the next five years. Capital Financing & Debt Policy

The capital financing and debt policy provides comprehensive guidance for future decisions regarding financing of capital projects including the appropriate use of debt. The City’s legacy of financial stability is built upon a conservative approach to spending as well as a long-term commitment to full and timely repayment of debt.
